Flat tire

My family two cars had flat tired on front driver side wheel on last week.
Both tires had pin whole on it. It seems that tires stepped on some sort of nail or screw.
We are trying to investigate it. Maybe it relates with neighbor's new home construction.
BTW, The fixing cost is $109.97 + $102.41 = $212.38.
Q: Can we make a claim for damages?
I should submit the case as the report of the Code Violation or Street Issue.

[Cupertino rejected the case. They said it was caused private general contractor. It is not caused by city then.]

Let me prepare all the invoice and record all the incident as evidence first. Let see how it goes.
